Here's a link to a word document containing the league rules! They can also be read below. Ref handbooks will be available for each ref in simplistic laymen's terms each week to make the ref's job as easy as possible.
Overview of Game Structure
Number of Players: 5 players on the field at a time. A maximum of 8 players are allowed on a game day roster.
Game Info: 60 minute games. Two 30 minute halfs, 5 minute halftime. Each team gets three time outs per half, clock stops only within the 2 minute warning’s timeframe when time outs are called.
Field Dimensions: Playing field is 70 yards by 35 yards with additional 10 yard end zones. First downs will be 35 yards from the line of scrimmage assuming no penalty yards added. 4 downs permitted to get to first down. No field goals.
Playclock: 30 seconds. Delay of game(see penalties list below). Overtime is 10 minutes, if teams are still tied after the OT period, the game will result in a tie(until playoffs).
Footballs: Pro Size. Teams may bring their own, must be properly inflated(ref's inspect).
Requirements on the field: Cleats(any non-metal ie ceramic, rubber, plastic). Your team attire colors must match in a way of your choice(t-shirts,bandanas,jerseys).
Beginning the game
Each game will begin with a referee using a coin to decide who begins with the ball. Winners of the toss may receive or defer until after halftime. No kickoffs. The first drive of each half and after each score will begin at the five-yard line.
Offense:
Running and throws behind the Line of Scrimmage: 1 automatic run is allowed per first down. An overhand throw behind the line of scrimmage can occur as many times as the offense pleases. QB may only advance/sneak after rushed unless using the offenses one run.(See penalties list below).
Blocking: No contact above shoulders or below waist. You may not leave your feet to block. 5 yard chuck on pass coverage is allowed. (All blocking violations are a 10 yard penalty).
Maneuverability: Jukes and spins are allowed. Stiff-arms are not allowed(see penalties list below).
Flags: One flag off, your down. If a flag accidentally falls off, your down by one-hand touch.
Snapper: Every play must start with a center snapping to the QB. Snapper is an eligible reciever.
Laterals: Are allowed.
Punting: Punting is a 4th down option. You punt from the line of scrimmage. No snapper. Once you decide to punt there are no fakes.
Substitution: Between downs only. No limit on number of substitutions as long as it’s after the dead ball. No more than 5 players in the huddle or 5 yard penalty assessed.
Possession: 2 feet in bounds for a legal reception. If your knee is down, you may advance until touched or de-flagged. Once out of bounds, you’re out of the play, unless bumped out by the opposing team.
Scoring: TD-6 points. XP-1 point for conversion from 5 yard line. XP-2 points for conversion from 10 yard line. In either case, a return by the defense to the opposing end zone is 2 points. Safety- 2 points. Ball is taken at midfield by the safety-scoring team.
Defense:
Rushing the quarterback: 1 Automatic rush at the snap is allowed per first down. Each other play is a counted five apple rush. Failure to count five apple’s out loud before blitzing will result in a 10 yard defensive penalty.
Substitution: Between downs only. No limit on number of substitutions as long as it’s after the dead ball. No more than 5 players in the huddle or 5 yard penalty assessed.
Contact: All effort must be made to reduce heavy contact. Tackling a player involves a motion to de-flag ONLY. Any other motion to obstruct a players motion is ILLEGAL(15 yard penalty.) Charging, or running through an opposing player is a 15 yard penalty and possible ejection. Diving is allowed, but no contact with a defending player who had position is allowed. You may not dive forward to advance the spot of the ball.
Pass Interference/Illegal Contact: When a player is obstructed from catching a catchable ball(A ball in the vicinity of the reciever.) P.I. is not assessed when both players are making a play on the ball and have incidental contact. Illegal contact is contact made which obstructs the route or coverage of the route. If feet get incidentally tangled while running a route, there is no I.C. If end zone P.I. occurs, the ball is spotted at the one. Pass interference and Illegal Contact penalties (see penalties list below).
Fumble: Live ball, either team may advance. Offense may not intentionally fumble for purpose of advancement. Laterals are allowed.
